The chapter begins with instruction regarding cities of refuge. These cities are to be set apart once the people enter the land, with roads prepared so that they are accessible. This reveals intentionality. Refuge is not meant to be difficult to reach. It is established with care so that those who need it can find it.
These cities are for the person who kills another unintentionally, without hatred or premeditation. The example given is of someone cutting wood, where the axe head slips and causes death. This shows that not all outcomes reflect intent.
